I see the logic behind your once caught or bought never return policy but I
can't see how you intend to apply it. Just thinking about all the bait
minnows used in one year is a nightmare. Just because the minnows don't
survive doesn't mean any pathogen on them don't. Then you think of the nets,
seines, and boats. How can you hope to really control any of this?
