The flickering occurs right when the ballast reaches maximum output and 
lasts for about 5 seconds. My Kill-a-Watt meter reports the following:

V : 121.5
A : 1.50
W : 168
VA: 181
PF: 0.91

The values fluctuate a bit in real-time, that's why they don't calculate 
exactly here.
