I've seen goldfish ponds overrun with Elodea. I'd fill up a wading
pool, put it in a sunny spot. Maybe add a little fertilizer (or used
tank water from water changes). Give it lots of sunlight. LEt it float
on top of the water. It should multiply under those conditions.
Depending on where you live though, you might not be able to maintain
this setup year round of course.
