I have informed individuals that the (constant influs of fresh water from
the
tap) concept could be bad. How would one monitor and control the excess
ammonia, chlorine, etc from the tap water?


I've never seen such a system, but there is a product called the Automatic
Water Changer.  It says on the package that it 'instantly dispels chlorine'.
I imagine that it would also dispel CO2, since the water comes out in a fine
stream and hits the water surface.  I guess you can only use this product
constantly if you know the particular qualities of your water.
