Old dried mulm is useful, mand can be added to a new tank and dried and saved for use later, you should still try and use fresh mulm anytime you start and new tank though........

It's fairly labile organic matter and bacterial food/spores etc. So it's good and like perhaps Soil, peat some etc or washed manures and so forth.

Yes, the humics are fine to add, not sure what you have in mind as far as plants, you might want to add them for the fish for some reason. 

Plants don't do better/worse with it.
