Well my last post got hacked up, 
To get rid of the allelopathic effects: 
Add activated carbon.
This will absorb the chemicals.

Then you can test things.
But be sure to account for removal of other things besides organics, NH4,
Fe etc that will play a role in the absense or presence of algae..
