I've seen tanks cooled with a "dorm fridge".
Drill two holes in the wall of the fridge, put a large amount of coiled
copper tubing with each end sticking out of one of the holes with insulation
putty filling the holes and acting as glue. Run the tubing (you can use
regular silicone plumbing for this) to your sump, one end attached to a low
power pump. The water should move slowly enough through the copper tubing to
cool it to nearly freezing, but not so slowly that any part of the water
freezes. You may need to move the tubing lower in the fridge if freezing
occurs.
