There are at least 2 companies making/marketing test kits for Potassium
which would be within range of hobbyists - LaMotte and Aquarium Landscapes.
I can't speak for either, but per archived discussions neither one is really
necessary, nore probably terribly accurate. Apparently, Potassium is one of
those elements which can be very hard to design a cheap test kit for..
Potassium, while very important, is not generally a problem if present in
excess and you can usually get a close enough idea of how much Potassium is
in your water from a combination of a municipal water report and an analysis
of your fertilizer and dosing schedule.
