Hi Derek,
Lighting quantity and other factors such as nutrient, plant types have to be
in balance in order to avoid problem down the road especially algae. A safe
approach may be by  increasing nutrient and lighting amount over time to
observe and correct any imbalance. Also with certain types of plant and
physical limitation of particular layout, it is not uncommon to have  6 to 8
Watt / Gal in a small tank.
