Excellent idea.  In Tennessee you don't need a license to collect non-game
species with dipnet, 10' seine, tub, or minnow trap, so we don't have a real
need for it (yet).  But a collector's license could include other methods of
collecting.  Also, currently we have several species of madtoms, darters, and
shiners that are endangered, Of Special Concern, or otherwise in need of
protection.  A list of collector's license holders would be a good place to
start looking for the expertise needed to breed some of these small, non-game
fish, many of which would make excellent aquarium inhabitants.
