Bait shops in coastal northeastern United States sell eels as bait part of 
the year.  Some of those bait shops are online.  Perhaps you could get one to 
ship.  They will probably need to be given proper shippping instructions.  

Keep in mind, eels get large and you should never release them back in to the 
wild.
