That depends on what you mean by cheapest.  T-12 bulbs
are less efficient than t-8s in both in the amount of
light they provide and in electricity costs.  So
although you pay more initially for a t-8 setup, you
get more light, and lower electricity bills. You can
use the 4100 K bulbs from home depot that cost under
$3 each and expect them to outlast t-12 bulbs.  If you
are going to keep your aquarium for more than a year
or two, the t-8 bulb light setups are the cheaper,
even factoring in the higher startup costs.
