ballast-grounding

In an attempt to double the lighting over my 25 gallon tank I removed
the single flourescent tube and ballast which came with my Hagen canopy
and replaced the ballast with a model made by Philips, model  number
RL-2S20-TPC. I wired everything as per the diagram on the ballast. My
question is how do I ground the ballast and reflector. For that matter
what should I use for a reflector. The diagram on the ballast makes no
mention of any switches or starters so I assume I don't need them. Am I
right?
