[APD] question about silica and silicate levels

I've been having diatoms in my tank.   City water report says the level of 
"silica" in the water is 6 or 7 ppm (which if that were silicates would be a 
high concentration).   Is that really the level of "silicates", or is there 
a way to calculate the silicates from teh silica?
