Since you are replacing the ballast, you might consider going remote.  This allows you to put the ballast elsewhere (like under the stand) where it is not seen and does not contribute heat.  If this is a hanging fixture, you might want to leave the old one in so it hangs normal. You just need to cut the wires to the holders and splice in your new ones.
