Both good ideas.  I had thought about replacing the rivets with screws, 
but I didn't know exactly how to remove the rivets to begin with.  If 
simply drilling them out will suffice then I think I'll go that route 
and replace the two ballasts with a single ballast inside the fixture.  
Hopefully the replacement won't get any hotter than what is already in 
the CSL light and if not then the heat won't really be an issue.

Thanks for the help guys, I'll let you know how it goes.
