Watts per gallon calculations are inaccurate to start with, harder with a
small tank, and made worse by converting between incandescent and
fluorescent. But dividing by 7, you have the equivalent of about 3+ watts
of fluorescent over your two gallon tank. Since small tanks need more
light, this may just be not enough light.
