If you've looked at the hotfoil site you'll note that they make cables that are designed to withstand pressure washers! I'd say this would probably mean that they can withstand the pressure at 65cm of water;-). I'd think that silicone was silicone.
As far as efficiency is concerned, to a point you're right, but only to a point. The larger the surface are of the heater, themore efficient will be the heating, so long as the heater is immersed, a larger heater will heat the water more evenly and therefore pumping the water around will assume a lower priority too.
A few more cents' worth.
