In the Sacramento area (Woodland actually) CO2 went up from $20 to $23 to exchange an empty for a full 5lb bottle.  It only costs $8.00 to refill a bottle.  However, they never fill it all the way the way the "exchangers" do, and I have to go back too often that way.  The increase in cost at the exchange place was supposedly due to increased energy prices to run the pumps that fill the bottles.
