I'm not sure exactly when the optimal time to start feeding is but I do
know that you need to feed within 12-16 hours after supplementing. 
After that, the shrimp will have digested the material.  BTW there's an
article on my web site, under tropical fish resources, that discussing
supplementing BBS with vitamins.  The concept is similar and will work
with most filter feeders, such as daphnia and moina, as well.
