Could they be the larvae of damsel flies? The "air bubbles" at the end sound like the gills and they do "bend in the middle when they swim.

Bill's description fits very closely to Chaoborus americanus or another Chaoborus species if he is not in North America. This larva of the phantom midge is sold as "glass worms" for fish food. It does take a larger fish to eat them and the glass work is capable of turning the tables on smaller fish. Glass worms hang midwater in order to sink and capture daphnia and other small foods. Hydra look like small transparent anenomes and attach to surfaces.

Thanks for your reply.

I think hydra attached to things and move from place to place only by doing
"handsprings" between their bases and their tentacles. These creatures only
float midway in the water column, or swim in short, jerky movements. I've
never seen them attached to anything.

The front end (when they are "swimming") is bulkier than the rear end.

When I first saw them the best guess that I could make was that they were
the fry of a fish, but I doubt that they are.
