I have seen daphnia floating on the surface but usually it is caused by  
water being forced out of the daphnia by lifting a full net above the water  level 
of the container. It is much easier for the water to drain out than it is  to 
be soaked up by the drying daphnia. If you look closely you will probably  
find the daphnia have eggs as well as a bubble inside of them.
