Feed them on a regular schedule, then go on vacation. When you get back, you will have more Moina eggs than you will ever need. Sudden interruption  of the food supply generally causes resting eggs to appear. Too much food, or placing them in a very shallow container which is allowed to gradually evaporate can also stimulate resting eggs. At some times of the year, anything causes resting eggs, at others, nothing seems to. If your Moina and mine react alike, that is....
