I know that bacopa c. can grow without difficulty in
moderately hard water.  I can't speak for isoetes, but
I suspect it is the same.

The point is that few if any plants can't make it in
hard water.

The downside of very hard water is that you have to
pump in more co2 to actually get decent levels.  Not
to mention that not all fish we generally keep in
planted tanks like African cichlid conditions.
