It seems to me stopping CO2 is not the answer as your plants need this to 
grow effectively and outcompete the algae.  With heavy planting filtration 
needs are decreased.  Phosphate is a good place to look for algae 
stimulation.  Of course I believe water changes are always beneficial and if 
done right (same temp., pH, etc.) should not harm fish.  A healthy population 
of ottos or other algae eaters will help.
