Why not try some marine macroalgae (e.g., Caulerpa sp., Gracilaria sp.)?  If
you keep your brackish tank at or above 10 ppt salinity, they should do
okay, as will your puffers and gobies.  You can get macroalgae at just about
any LFS that sells marine livestock.

The tolerance for low salinity varies from species to species, but I believe
you have a better chance of getting marine macroalgae to grow in a brackish
tank than, say, Vallisneria.  If it doesn't work, you can either raise the
salinity or try a different species.
