European Wire colors

Volkswagen uses brown for all their grounds.  If this fixture is AC,
then the
other two are probably apolar.  Just a guess.

NO - green/yellow is for sure the ground!!
Most likely the Brown =  Hot and the Blue = Neutral
In the USA typically Black = Hot and white = Neutral.
If the ballast box can be opened it may have a diagram on the inside to
confirm from
