Some pumps have thermal overload protection.  They shut themselves down if
they overheat.  They can be restarted after they are shut down and allowed
to cool.  I've done that several times with old aquaclear pumps.

If this isn't the case with yours, then probably it can't be repaired;
that's why they use thermal protection.
