Yep that is perfectly normal. You don't even have to put the plant in the
gravel. It can grow floating very well.

But watch out, in my tank it growed so fast, that if i didn't trimmed it
every 4-5 days, it would create a shadow so thick, that it started to loose
it's lover leaves (it was in gravel).

It's a very fast growing plant.
