Surface scum

I've searched the archives about surface scum, and found there's no absolute solution.
Someone said it's iron sensitive bacteria, and another said that's protein or fat from fish food etc.
In my experience, my dechlolinator caused solid surface.
I used Tetra Aqua Safe and ContraChlorine combi.
A couple of weeks ago, I decided to stop using them, I just thought dechlorinator can precipitate and remove micronutrients.
I don't know if it dose, but after changing water several times without them, my surface scum has disappered.(what a nice side effect!!!)

I also agree that overfeeding could accelerate surface scum.
