Based upon what others have told me, the best thing to do is to either
remove all plants and fish, rinse the plants thoroughly and replace all
the tank water (probably more than once)- or -
add a clarifying agent which will allow you to filter out the bacterial
bloom. Use a diatom or micron filter to remove as much bacteria as
possible.

My understanding is that there is still a lot of sugar dissolved in your
tank water and its feeding a bacterial bloom which is using up most of
the oxygen.
