Insect infestation

In my 40g heavily planted tank, I have a large Echinodorus sp. growing
emersed. It's about 36" tall. Recently it flowered and now I have about
30 plantlets growing. Most are growing primarily emersed as well.

I've noticed that there are numerous tiny red insects living on these
leaves. No damage that I can see, and when I top up the water or spray
the leaves they fall into the tank and get gobbled by the zebra danios.

What are they? They're red-brown, about the size of a period (12 pt
Courier if that helps ;) and hop around on the water surface when
disturbed. I can't find any on my houseplants, or on the pond plants
outside.
