Java won't strike root...please help

I'm not having very much luck in getting any of the plants in my tank
that are tied to wood or stone to take root. I have several species of
Java fern, Windelov, and a Bolbitis that have been in the tank now for
at least six months and still they refuse to anchor themselves.

In addition to this they are all growing very poorly. The other plants
in the tank are just fine.

They are secured to a really dense African driftwood with rubber bands
and small field stones with nylon thread.

 Can anyone suggest what the problem may be? Thanks in advance.
