You are right, that 55 g is not 121 lbs. - it is just under 2 oz. 

One crucial information has been omitted from the recipe: In what volume
of water are these trace elements supposed to be dissolved? One would
assume that it would be 1 Liter, but it's nice to know for certain.

Also, the dose is not stated - how many drops, milliliters, tablespoons,
etc. of this solution are to be added to a gallon of aquarium water.

On the practical side: Only someone with access to a laboratory with an
analytical balance can weigh out 25 mg (that's about 0.001 oz!) of
copper & cobalt salts accurately. Excess copper will harm the fish & and
probably will not be good for plants either.
