This is _not_ true.  What the 1992 Energy Policy Act did was to outlaw
low CRI, low lumens per watt lamps, which includes lamps like the
standard, 4' 40 watt, T12 cool white.  It still allows for the
manufacture of lamps like the 4' 40 watt, T12 Chroma 50.
