Fine control needle valves are not meant to be shut off valves. So don't try
to make it act as one, you can damage the tip (needle). Also set your
regulator discharge pressure up higher. Flow rate is a function of pressure
drop across the opening and the size of the opening. Unless you have a
special regulator designed for very low pressure (which you don't or you
pressure gage would reflect it by the range it shows) you will get a more
stable condition with 10+ psi on the outlet.
