Strips pf mirrorized glass would work.  Stainless Steel can also be found with
a mirror-finish polish.  A friend of mine found some tape recently that was
basically just foil with sticky stuff on one side.  It seems to work well
enough.  There is also an epoxy-based spray paint that looks like chrome.  You
can remove the bulbs, tape over the endcaps, and just spray it onto the inside
of the fixture.

All of these offer basically the same level of effectiveness. Reflectors
increase efficiency by about a third, according to Wase Shimoda, who works in
the field
 professionally.
