The '201 powerheads (aquaclear, i think) have a nice way to avoid this...
on my setup @ home, I just fix the CO2 ariline tubing just below the flow
adjuster disk ... when you adjust flow on these powerheads, instead of
restricting the outlet flow, you are actually just restricting the INLET .. the
total amount of outflow is the same, but any makeup water is taken in from just 
below the adjuster disk. .... with a little practice, you can easily find the 
spot that allows every bubble to get sucked right through with no porblem .. i
have been doing this for 2 weeks now and it's working great...
