In my experience, temperate aquatic plants do not go dormant in an 
aquarium setting as long as conditions remain favourable. It is well 
documented, however, that the maximal growth rates will vary 
seasonally... even under constant, well maintained conditions. This is 
likely not a problem, however, since most aquarists do not grow aquatic 
plants under optimal conditions so that maximal growth rates are not 
approached.
As to the species you might find, carefully note the substrate, lighting, 
depth, water chemistry etc. when you collect the plants and try to 
reproduce those conditions in the aquarium. As with any easy care aquarium, 
fill with as many species as possible, and go with the ones that thrive.
