I too have green water issues. I tend to do a 75% water exchange and then run my underwater mechanical filter for a day. Before I run the filter, I substitute the foam originally provided with the filter with non-absorbent cotton wool.

I'll try again if for no other reason than to liven things up.
 
I have a tank with a terrible green water problem, I posted about a month ago 
and someone suggested a blackout. I turned off the lights and put a blanket 
over it for 4 days-no help. I bought some Clear Water liquid-no help. I really 
don't do anything different in this tank than in the other 3 in the room,
one 
below and 2 right next to it. It's a 29 gallon.
 
Any suggestions? I can't see more than maybe half an inch into the tank.

get a small uv clarifier ...just kill it.  You can fuss with the water
chemistry forever but this is a fast cure.

One thing that worked well for me in a new tank was a diatomaceous filter. 
It filters out on micron level and after 2-3 one hour runs the problem was 
gone. Not to mention the water is crystal clear when you run it. I used 
Vortex brand of diatom filter. And no - you cannot put the diatomaceous 
earth into regular filter of any kind - it is too fine and will ruin 
everything.

I would also try weekly water changes until the problem is gone,
25% to 50%.
