Just as diff folks are more or less sensitive to diff colors, so with flicker, light intensitiy, etc. But once you get in to the tens of thousands, well, you don't have to be Kant to know that the erkentnisse vary by person.

Probably not. I'm very sensitive to 60Hz flicker, and even 72Hz, but 
80Hz or above is invisible to me, at least as seen on a computer monitor.
