My recollection is that 3 or 4 wpg were often recommended when T12s and shop lights were commonly used. For HO fluorescents such as T5s and Compacts, 2 wpg is a better guidepost. MHs would come in at about the same efficiency as T5s and Compacts.
You could make a rough comparison by getting teh lumen values for comparable wattages of the diff bulbs and use that as a proportional adjustment.

I have never seen the answer to this anywhere. My memory is that the
2 wpg number started to be used when only T12 bulbs were in use, and
with white painted flat "reflectors". Clearly 2 wpg of compact
fluorescent bulb light in an AH Supply reflector is a lot more
light. So, this is an excellent question.
