A 96 would be great if one wanted the lighting to be as even as possible over the tank. A 96watt fits very well into a 36" -- they're designed that way, same as nominally 4 foot tubes  (t5s, T8s, T12s) will fit within a 4 foot length. The 55Ws are roughly 22 inches, fitting neatly within a 24" length.

If one isn't keen on even lighting, a pair of 55s, with the brighter center where they overlap could be a purposeful arrangement. Arguably, even lighting is more flexible since one can use shading plants to vary the lightfall in diff areas and change that by rearranging the plants, which might be easier than changing the bulb layout.
