I don't think so. I have some in my "tanks of chronic neglect" and I haven't bought any otos in about 4 or 5 years.
ime, initial die off is high if they have not been in the store long.

I never had much luck keeping otos either. I have no hard evidence to back 
this up, but I always suspected they might be really sensitive to high nitrate 
levels, levels that might not bother any other fish. They are cute little 
buggers, though.
