I think it depends on the cell. Some viruses and bactieria can survive freezing, as can some spores, seeds, etc.

Right now in Milton Ma the temperature is 18 degrees and simply putting  them 
in a bag outside overnight will completely freeze the bag. Putting the  bag 
into the freezer will do the job too.  I have been told that the  freezing 
causes irreversible cell damage and eliminates any chance of the  plant surviving. 
  

can any botanist out there confirm this?
