Tarah, who has some extensive experience with yeast cultures from her work, states that sugar is an imcomplete diet for yeast. She actually refers to them as "empty calories". 
 
"Why is just sugar and water not ideal?
When you just add sugar and water to yeast, they are essentially starving to death.
However, the enzymes for converting sugar to ethanol are still in the cell and will work for limited amount of time.
Since the cells do not have what they need to make new enzymes, as cells starve/run out of enzymes, the culture produces less and less CO2."
 
At a minimum, we may note that, clearly, the yeast can multiply without adding protein powder, but enzyme production can be adversely affected and CO2 production wimpy and the mixture "short-lived."
You don't have to use protein powder; anything with yeast extract will also have an ample supply of the materials that yeast need.
 
Also,  yeast do best if the pH is above about 4, so adding baking soda can prevent a pH crash.
 
And it's best to use dechlorinated water. Ammonia isn't a big issue but the chlorine is.

Any idea why he suggests using a second food source?

What difference can it make? I've used just sugar and seems to work.
