You don't need that much flow in a planted tank. All you really need is 
enough to move the water around a little bit to mix up the oxygen from 
the plants and the nutrients in the water. It sounds like you are coming 
from a saltwater tank, or talking to someone who does. Those tanks need 
lots of flow, but planted tanks do not. Your entire tank could do well 
on 1000 GPH total or so.
