My suggestion woudl be to replace the stock ballasts with Fulham 
Workhorse ballasts.  That is the type AH sells, and BTW, you can't go 
wrong with AH supply.  If you really want a good light, I would also us 
the AH reflectors.  You would not need new bulbs unless yours are burned 
out, which I highly doubt.  Most likely it is faulty ballasts, but who 
knows.  You can keep the wiring, endcaps, fans, and housing from your 
current fixture.

You can order just the ballasts and reflectors from AH.
