I think the measurements show the increase in the light in a certain direction, not the abosolute amount of light from the bulb or the amount of refelctance. A 97% increase with a refelctor means the amount of light is nearly twice what it was before but that doesn't entail that 97% of the bulb's light that is hitting the relfector is being reflected. I don't think stainless steel has a 97% reflectance.

Mariano, you obviously have a lot of experience with bending sheet  
metal.  That is a beautiful job you did, and making those bends is  
nearly impossible for an inexperienced person like me.  Looking at  
the photo looking at the bulbs and the reflector, you can see that  
the reflector captures nearly all of the light from the bulbs, as  
verified by your measurements.  Now, you need to teach the rest of us  
how to do that so well!
