Another idea occurred to me:  If you have that tank reasonably near an 
outbuilding or the house or garage, you can run an underground, or 
otherwise hidden copper tubing line from a sheltered location, where 
the CO2 equipment would be, to the tank location, so that all that is 
exposed to the weather is the plastic tubing from the ground to the 
tank.  The tubing can be the smallest diameter you can get and get 
fittings for.
